Verifactu is the short name for the rules in Royal Decree 1007/2023 on invoicing software in Spain. It applies to companies paying corporate income tax, self-employed people taxed on business income, joint ownerships and non-residents with a permanent establishment, as long as they invoice with software, even for only part of their invoices. Businesses on the SII, those with a tax domicile in the Basque Country or Navarre and those who invoice only by hand are outside it. After Royal Decree-law 15/2025, software must be adapted before 1 January 2027 if you pay corporate income tax and before 1 July 2027 in all other cases. Every invoice will carry a QR code that the customer can check on the Spanish Tax Agency website. Separately, B2B e-invoicing under Law 18/2022 is coming: mandatory from 6 October 2027 if your turnover exceeds 8 million euros a year and from 6 October 2028 for everyone else, by our reading of Order HAC/1028/2026.

Which dates apply to you?

Verifactu and B2B e-invoicing arrive separately. The first depends on how you are taxed: companies first, the self-employed six months later, under the fourth final provision of RD 1007/2023. The second depends on your turnover, with the €8,000,000 threshold of RD 238/2026. Choose your profile to see both dates together.

Once the dates are clear, two steps remain: use the software requirements check to confirm your software comes with the producer’s statement of compliance and, if you issue few invoices, look at the free AEAT invoicing app. For invoices to public bodies you can already create a free Facturae file.

Verifactu and e-invoicing, step by step

What Verifactu changes on your invoice

Your invoice keeps the usual details, but your software will also create a record of each invoice with a hash, a SHA-256 digest that chains each record to the previous one. If someone deletes or changes an invoice, the chain breaks and it shows. The printed invoice or PDF carries a QR code with the words “QR tributario:” above it and, if the software sends records to the Tax Agency, the caption “Factura verificable en la sede electrónica de la AEAT”.

Your customer can scan that QR and see on the AEAT website whether the invoice is on record. The QR reader does it without installing anything. To see how the hash is computed or how the QR URL is built, the hash calculator and the QR generator reproduce the official examples in the AEAT specification.

Who is caught and who is not

Article 3 of RD 1007/2023 covers corporate income taxpayers, self-employed people taxed on business income, non-residents with a permanent establishment and pass-through entities such as joint ownerships. It excludes businesses on the SII and entities fully exempt under article 9.1 of the Corporate Income Tax Act. Article 1.3 leaves out anyone with a tax domicile in the Basque Country or Navarre, which have their own rules.

Being on the flat-rate scheme does not exempt you: if you invoice with software, you must comply. Business size and invoice count do not matter either. What decides is whether you use software to invoice, even for part of your invoices. Details by profile are on Verifactu for the self-employed, SII and TicketBAI.

VERI*FACTU or non-VERI*FACTU

The regulation offers two modes. In VERI*FACTU mode the software sends each record to the Tax Agency straight away, with no need to sign records electronically or keep an event log. In the other mode the software keeps records signed with XAdES Enveloped (ETSI EN 319 132), keeps an event log and hands everything over if the tax office asks.

The first is simpler to comply with and gives the customer certainty that the invoice is on record. The second allows invoicing offline but asks more of the software. You can move to VERI*FACTU at any time, but once you start sending records you must stay with it at least until the end of that calendar year. The full comparison is on VERI*FACTU or non-VERI*FACTU.

B2B e-invoicing

Law 18/2022, known as Crea y Crece, requires e-invoices between businesses and self-employed people. RD 238/2026 sets out how: UBL, CII, EDIFACT or Facturae formats, delivery through private platforms or the Tax Agency’s public solution, and reporting of invoice status, payment above all, within 4 days.

Order HAC/1028/2026 came into force on 6 October 2026. By our calculation that gives 6 October 2027 for businesses above €8,000,000 and 6 October 2028 for everyone else. Check your case with the mandatory e-invoicing checker.

Invoices to public bodies: Facturae and FACe

Since 15 January 2015, companies and the other entities listed in article 4 of Law 25/2013 must invoice public bodies in Facturae format, signed and filed through the general entry point, FACe for central government. Public bodies may exempt invoices up to €5,000.

The Facturae creator produces an unsigned 3.2.2 file validated against the official schema; you then sign it with the official app or AutoFirma. If you receive a Facturae file, the viewer shows it as a readable invoice.

Receipts, simplified and corrective invoices

Verifactu also covers till receipts, which in law are simplified invoices. Article 4 of the Invoicing Regulation allows them up to €400 including VAT, and up to €3,000 in retail, hospitality, passenger transport and other activities. Each receipt creates its own record and carries its QR.

Corrective invoices have their own series and a reason code, R1 to R5, that the software puts in the record. You can correct for 4 years from the tax point. See the simplified invoice and the corrective invoice, each with its own calculator.

Common questions

Are my invoices or data uploaded to this site?

No. The check, the QR reader, the viewer and the Facturae creator run entirely in your browser. The QR image and the invoice file are read on your device and the Facturae file is built there. There is no account, no sign-up and no database. You can test it: load the page, disconnect from the internet, and the tools keep working.

How much do the tools cost?

Nothing. Every tool works without signing up, without a trial and without a limit on invoices. The site sells neither software nor data and takes no commission from any vendor. If you issue many invoices a month you will want Verifactu-compliant invoicing software, because the Facturae creator keeps no records, chains no hashes and sends nothing to the Tax Agency.

Does Verifactu apply if I invoice with Excel or Word?

If the document is only used to type the invoice and does not number or store data automatically, you are in effect invoicing by hand and are not caught. If a spreadsheet numbers, calculates and keeps invoices like a register, the Tax Agency treats it as invoicing software and it must comply. When in doubt, the free AEAT app is Verifactu-compliant.

Do I have to send invoices to the tax office in real time?

Only if you choose the VERI*FACTU mode: your software sends each record to the Tax Agency when the invoice is issued, with a technical waiting margin. In the other mode the software keeps electronically signed records and hands them over only when the tax office asks. Both modes are legal; the differences are the signature, the storage and the wording under the QR.

What happens if I keep non-compliant software?

Using non-compliant software when you are caught is fined €50,000 per financial year under article 201 bis of the General Tax Act. A producer selling software that allows records to be altered faces €150,000 per year and software type. Fines apply from the date each business must be adapted, not before.

Are Verifactu and e-invoicing the same thing?

No. Verifactu governs how your software records each invoice and keeps it traceable for the tax office, whether on paper, as a PDF or electronic. B2B e-invoicing under Law 18/2022 requires you to send other businesses the invoice as a structured file and to report its status and payment. They are two separate duties with different dates that live in the same software.

How do I check the QR on an invoice I received?

Take a photo of the code or a screenshot of the PDF and drop it into the QR reader on this site, or scan it with the camera. The reader shows the issuer tax ID, the number, the date and the amount, and gives you the link to the official Tax Agency matching page, which alone says whether the invoice is on record.
